Glossary

Additionality
Project additionality is the extent to which funding creates something which would not have happened without the grant. European Structural Funds should only be awarded to part-finance projects which could not proceed without the grant.

Certification / Designated Signatory
All application forms and claim forms require certification by an officer which will be agreed within the applicant agency prior to submission. It is expected that this will be a senior manager within the organisation.

EAGGF
European Agricultural Guidance and Guarantee Fund.

ERDF
European Regional Development Fund.

Equal Opportunities
A key horizontal theme highlighted by the European Commission to be incorporated into the implementation of the new Programme. In the context of the Highlands and Islands Special Transitional Programme, equal opportunities refers to enabling equal access to opportunities by all members in society including men, women, disabled, ethnic minorities, socially excluded and those living in remote and peripheral areas.

ESF
European Social Fund.

FIFG
Financial Instrument for Fisheries Guidance.

Final Beneficiaries
The bodies responsible for commissioning grant operations (not the end recipients of the grants). In the case of schemes, the final beneficiary is the body which grants the aid.

HIPP
Highlands and Islands Partnership Programme.

Impact
The net results of a project beyond the immediate effects on its direct beneficiaries, e.g. no. of net jobs created. N.B. Impact will be calculated and evaluated at a Priority and Programme level by the Committees and PME and applicants are not expected to provide this information in the application form.

Indicator
A descriptive tool used to measure the progress and performance of a project, of each Measure and Priority within the Programme and ultimately of the Programme itself.

In-kind Contribution
The cash value of a non-financial contribution to a project, e.g. the donation of land, buildings, equipment or professional services. The items/services must be such that there would normally be a charge for them and must be essential to the implementation of the project.

Integration
Applicants must demonstrate that their project complements rather than duplicates any existing provision of a similar nature (whether the existing provision is European funded or not). Integration is one of the Core Criteria against which applications are assessed by the PME.

Intermediate Result
The direct and immediate effects generated by a project, e.g. increase in turnover in assisted businesses; no. of gross jobs created.

Intervention Rate
The amount of grant requested as a percentage of a project’s eligible costs.

Large/Major Project
Projects with total costs in excess of a predetermined EC threshold are deemed to be "large" projects and must complete an additional form and detailed cost-benefit analysis. Such projects are referred to the European Commission for a decision.

Leverage
Contributions attracted as a result of a project being implemented, e.g. once a scheme is operational, the contributions made by individual businesses receiving assistance under the scheme; or once a business unit has been constructed, the amount spent by a business on fitting out the unit. (Please also refer to private sector contributions).

Loan Fund
A fund established to provide direct financial assistance to SMEs and other eligible beneficiaries. A loan fund is continually replenished through loans being repaid back into the fund by the recipients. Please refer to the Rules provided with the application form guidance for fuller information.

Match Funder
An organisation providing a direct financial contribution or in-kind contribution towards the costs of a project.

Match Funding
Direct financial and in-kind contributions towards the costs of a project, other than the Structural Funds contribution.

Managing Authority
Each Structural Fund Programme has a defined managing authority which is responsible for the effective and efficient management and administration of each Programme. In Scotland, the Managing Authority is the Scottish Executive Development Department.

Measure
Within the Programme, each Priority is sub-divided into Measures. Each Measure deals with a particular type of activity, e.g. sites and premises for businesses, and applications must be submitted under one of these Measures. Measures are detailed in the Programme Complement.

Minimum Eligible Project Cost
A minimum eligible project cost has been set for each Measure of the Programme. Projects where the total eligible cost is below the recommended threshold will not normally be considered for funding.

Moveable Infrastructure
Items which are not fixed in place and which could easily be used for purposes other than those specified in the application, e.g. furniture, vehicles and are not eligible for funding.

Non-Eligible Costs
Costs which cannot be part-funded by the Structural Funds, e.g. existing office overheads and members of staff. These costs must be covered in full by another source of funding.

Official Journal
Where the costs of supplies, services or works for a project are likely to exceed predetermined EC thresholds, the contract(s) for the project must be advertised in the Official Journal of the European Communities.

Official Journal Reference
The reference number assigned to an advertisement in the Official Journal of the European Communities.

PMC
Programme Monitoring Committee.

PManC
Programme Management Committee.

Physical Output
The activities directly achieved by the project. In terms of capital projects, it is physical piece of infrastructure e.g. 100 square metres of business space; for a revenue project, the number of assists to businesses.

Private Sector Contribution
The amount provided by the private sector towards the eligible costs of an application and confirmed at the time of submission of the application.

Programme Complement
A condensed version of the Single Programming Document which provides details of the strategy, priorities and measures and financial tables.

Project Package
The name given to a series of activities which fully integrate and complement each other and can span more than one measure, Priority or Fund. Separate guidelines are available on how to apply for such packages.

Project
A specific activity for which assistance from Structural Funds is sought. It can be capital or revenue.

Project Sponsor
The body responsible for the submission of an application for Structural Fund assistance. The Project Sponsor may submit an application on behalf of another body and is therefore not always responsible for the implementation of the project.

Public Body
An organisation which is directly funded by the Member State and/or bodies which have been deemed eligible to apply for Structural Funds.

Scheme
Funds which are given to a project sponsor to disseminate in grant or loan form to end beneficiaries, e.g. to SMEs to improve their marketing techniques.

SEDD
The Managing Authority for the Programme - responsible for the management of Structural Funds at a national level.

SEERAD
The government department responsible for administering Structural Funds in connection with the EAGGF and FIFG funds at a national level.

Small and Medium-sized Enterprise (SME)
An enterprise which employs less than 250 people; has an annual turnover of less than €50m and/or balance sheet assets of less than €43m; and has no more than 25% of its capital or voting rights owned by a larger firm or public body (European Commission definition).

Single Programming Document (SPD)
The agreement drawn up between the European Commission and the national and regional authorities responsible for the Structural Funds. It provides details of the Programme Area, the strategy, priorities and the financing programme.

Special Transitional Status
The status awarded to the Highlands and Islands area following Objective One Status (awarded 1994-1999).

Structural Funds
The financial frameworks which assist with regional economic (ERDF), human resource (ESF), rural and agricultural (EAGGF) and fisheries development (FIFG).

Submitted
The status of both application and claim on-line forms when sent to the PME for checking prior to acceptance.

Sustainable Development
The horizontal theme which describes the need to work towards economic growth, social cohesion and the protection of the environment simultaneously and in the long term interest.

Uploaded
The status of both application and claim on-line forms once checked and accepted. Once a form has reached this status no further amendments can be made.
