Thematic & Sectoral Groups

Three groups have been developed to support the Programme Monitoring Committee and Management Committees. They will provide an information and advisory role to these Committees in respect of their areas of concern.

Rural Development Regulation and Fisheries Management Groups

These Groups review the operation of the schemes funded by the European Agricultural Guidance and Guarantee Fund (EAGGF) and the Financial Instrument for Fisheries Guidance (FIFG) under Priority 4 of the Programme. Each Group reviews progress and feeds information and advice into the Management and Monitoring Committees. The Groups consist of the Scottish Executive Environment and Rural Affairs Department, industry representatives and relevant local public agencies.

Programme Review Group

Following discussions at the PMC meeting in September 2001, a Review Group was established to:

Review and appraise the options set out in the strategic overview;
Contribute to the revision of the strategic overview through addressing and responding to the issues raised by the PMC;
Provide an initial steer/comment on the Annual Implementation Reports and Review Documents;
Monitor targets for the Performance Reserve;
Assist in the preparation and management of the Mid-Term Evaluation;
Consider the use of technical assistance for any appropriate studies/research/evaluations.

Latterly the Group has been involved in preparing financial options - the transferal of allocations between measures (virement) - for the PMANC and PMC to consider.
