N+2 Update
As with the previous Special Transitional Programme, the Convergence Programmes are required to meet specific expenditure targets on an annual basis – known as the “N+2 target”. Failure to achieve the targets will result in the difference between target and actual achievement being taken back from the relevant Programme (ERDF or ESF) by the European Commission and so lost to the Highlands and Islands area. It is, therefore, imperative that applicants provide realistic claiming forecasts at the time of application and submit claims on a regular basis. Failure to declare expenditure in line with forecasts from the approved application form may result in decommitment of grant.
Within the current Programming period, the expenditure targets for both the ERDF and ESF Programmes have been met. In this year, 2011, whilst the ERDF target should be met, the corresponding ESF target is proving more challenging. It is essential that applicants submit claims on time and reclaim grant timeously and work closely with the IAB and Managing Authority staff on any issues that may be hindering progress.
