IAB Article 60b

As with previous Programmes, the IAB will undertake regular monitoring (Article 60b) visits to approved projects.  Projects are selected through both random sampling and a risk assessment exercise.  Currently, the Scottish Government is reviewing the monitoring arrangements under Article 60b and further information will be posted when available.  However the information below sets out the parameters and current draft proposals:

Visits

The Article 60b visit will involve the IAB and the Managing Authority (both an officer from the Highlands and Islands team and the audit team).  Applicants will be advised at least 10 working days in advance of a visit and a request will be made to supply certain documentation prior to the visit in order that desk checks can be undertaken in advance. These will include chosen invoices (or other appropriate information e.g. payroll, timesheets) and evidence of defrayal (bank statements) and where applicable other project management information e.g. tender material, beneficiary records. 

The visit should normally last no more than 1 working day and will usually involve a visit to the project location, if the project is active or under construction.
