Eligibility

The assessment of eligibility for ESF or ERDF assistance focuses on:

  • Eligibility of the organisation to apply;
  • Eligibility of the project/activity
  • Eligibility of the costs

The eligibility of an organisation is assessed during the registration process and further details are available on the website within the Stages Involved under the How to Apply section.

The eligibility of a project and activity is broadly determined by the eligible activities listed under each Priority within the ERDF and ESF Programme documents.  These are assessed as part of the Stage 1 and Stage 2 application process. 

In addition, certain types of projects and activities are not eligible.  The list below provides examples of areas that are not eligible for support:

  • Retail activity
  • Housing
  • Primary and Secondary education
  • Repairs and maintenance projects as opposed to those which are providing new or enhanced facilities or infrastructure
  • Public health projects (although research and development that can lead to commercialisation of a product or process is eligible)
  • Primary agriculture or fish processing (as these activities are supported under the European Agricultural Fund for Rural Development or via the European Fisheries Fund)
  • Large scale tourism infrastructure

State Aid is a European Commission term which refers to forms of assistance from a public body, or publicly-funded body, given to undertakings on a discretionary basis, with the potential to distort competition and affect trade between member states of the European Union.
