Intermediate Administration Bodies

The Scottish Government, as Managing Authority for the delivery of the Programmes, has contracted with Highlands and Islands (Scotland) Structural Funds Partnership Ltd. (HIPP) for the provision of services to administer the key functions of Intermediate Administration Body (IAB) in respect of both the ERDF and ESF Programmes until December 2009. Parallel arrangements have been implemented in Lowlands and Uplands Scotland with ESEP Ltd. being contracted to deliver similar services.  HIPP and ESEP Ltd will work closely to ensure the effective implementation of procedures across the whole of Scotland.   The IAB is responsible for the administration and overall management of the Programmes on a daily basis.  The principal tasks will include:

  • Application Processing: administering the application process, registering new organisations and providing advice and support to prospective applicants and communicating decisions;
  • Project assessment: undertaking technical checks on applications and facilitating the assessment of applications by the Advisory Groups;
  • Progress Report and Claim Processing; undertaking technical checks on Progress Report and Claim forms including transaction list checks;
  • Project monitoring and verification: carrying out monitoring visits on projects including verification that supported projects are delivered and expenditure actually incurred and eligible;
  • Reporting e.g. annual reporting and monitoring of progress towards Programme financial targets;
  • Information and publicity: implementation and monitoring of the relevant information and publicity requirements of the EU regulations; and
  • Committee Support: providing secretariat services to the Programme Monitoring Committee, ADvisory Groups and other Programme related groups.
