Final Claim

The Scottish Government has advised that all final claims received after 31st March 2007 no longer require certification by external auditors.  These claims will require, however, a full transaction list detailing all transactions covering the total expenditure declared.   

Final claim audit certificates will only be accepted in place of full project transaction lists where the final claim audit was set in motion prior to 31st March 2007.  In such cases, the following arrangements apply:  

  1. Where audit certificates have been secured, costs remain eligible for grant.  The previous arrangements for claiming grant apply;
  2. Applicants may cancel final claim audit work but any call-off fee will not be eligible;
  3. Where audit costs feature in approved costs, the PME will accept offsetting by any cost overruns.  This will help minimise underspends and any need to recycle grant. 
If you have any queries on the above do not hesitate to contact the PME.  Letters were issued on 5th April 2007 to all applicants who had not reached their final claim advising them of the above. 
Programme Closure and Retention of Documents

The following dates have been provided by the Scottish Executive in relation to Programme Closure:

  • Final date for defraying expenditure: 30 June 2008
  • Final claims to PME: 31 July 2008

Documents for the current HISTP 2000-2006 Programme should retain all necessary documentation until 31 December 2012 at the earliest (actual date will only be known following closure of the Programme).  Further guidance on the type of documentation you should retain is provided in the monitoring and evaluation section of the website.

For the Highlands and Islands Objective One 1994-1999 Programme documents should now be retained until 31 December 2008.
