In October 2007, following an extensive period of consultation, the European Commission approved two Operational Programmes for the Highlands and Islands (ERDF and ESF), for the period 2007-2013. The Scottish Government, as Managing Authority for the delivery of the Programmes, has contracted with Highlands and Islands (Scotland) Structural Funds Partnership Ltd (HIPP) for the provision of services to administer the key functions of these Programmes until December 2009. Parallel arrangements have been implemented in Lowlands and Uplands Scotland with ESEP Ltd being contracted to deliver similar services. HIPP and ESEP Ltd will work closely to ensure the effective implementation of procedures. Within the context of a significant reduction in the availability of funds and a requirement that investment follows Government priorities in a more strategic and focussed way, the new arrangement offers an element of continuity within a rapidly changing structural funds environment.
HIPP Ltd operates under a company limited by guarantee (Highlands and Islands (Scotland) Structural Funds Partnership Ltd). The main function of HIPP Ltd is to administer the ERDF and ESF 2007-2013 Programmes, service the various Committees and Advisory Group structures, and facilitate access to Structural Funds through the provision of advice and information to external organisations. The Company has achieved IIP status.
